Wario' Waft PSA question

Recently I have been trying to edit Warios Down B so that he doesnt have to charge it and it always comes out half charged. So far I have just gotten it to come out half charged, but he just stays in place and doesnt move upward. I know that the things I need to change are in the down B Action and in the sub actions and routines that are in there, but I dont know exactly what I need to change.
Please help!
I understand how things generally work in PSAs, but I am still pretty new.
