CUPASH/CSP help!!!

I download a .rar that had the a Toon Link texture and it's correspinding CSP in the form of a .tga. I place the .tga in the newfiles folder and run Step2_create in CUPASH, but it tells me the .tga is NOT indexed when in fact it is and the color palette is 72.

Any reason as to why this is happening?

Try re-indexing the portrait file.  If using The GIMP, try removing the Alpha Channel and then indexing the image.
