a minor problem

Well everyone knows of the wind waker pirate ship level right? Well i want to make the water colors(gray) but it never works out for me how do i change the color of the water from blue to grey(NOTE i still want the designs in the water not just a solid color).

What have you done? Have you tried retexturing it?
