Why isn't textures over Pokemon Trainer working?

He's not a transforming character technically and I want Ash over him. It only came with the pcs file so what gives? Is there something I'm doing wrong? Just to clarify, I made the 'poketrainer' folder in 'fighter' and put the pcs file in there...no go.

You gotta have a .pac file for Pokemon Trainer costumes, as well as Wario, Zelda, Samus, and their alt forms.

So just a .pac file? I need both the .pac and .pcs files for samus so you can keep your textures after the final smash.
