Can anybody explain what's wrong with my hack setup?

I've been trying to install a texture pack for  Zero Suit Samus, but it's not working correctly. I have it saved in E:\private\wii\app\RSBE\pf\fighter\szerosuit, and both the .pcs and .pal files are working correctly. The programs I'm using are Code Manager, The Homebrew Channel, and Gecko OS. My Wii is a NTSC and I have the File Patch Code.txt exported to the GCT file. I don't think it's registering on Gecko OS though. Can somebody help me?
