How to make counter attacks

Title says it all. How does one make counter attacks, like I see some on PSAs here? If you don't know what I mean, an example is Marth's Special low


Favorite Characters: Toad and Rosalina
Favorite PSA/Model(s): Rosalina (Any PSA involving her), My own Gonzales PSA, Luma

Upcoming releasing PSA: None (Lost files to PSA I was planning on posting)

There's something with "when hitboxes connect" SubActions...
Try to use Ike's Special low and modify it as you wish to be...
