Can't get stages with rels to work at all

[IIonics93]

Today I've been trying to install a bunch of stage hacks and all the ones with out rel files (with a few exceptions), but they've worked for the most part. Except for any stages with rel files, I know that this is because I have a PAL Wii and all the rel files on brawl vault are NTSC. I found a topic where someone linked to a mediafire link with every PAL rel file, but that is down now and I've tried out http://www.lakora.us/rel/ this website multiple times but the game freezes when loading the stage no matter what.

I've specifically been trying to get this hack to work: http://www.mediafire.com/download/01e6berf120cfj4/Bongo+Drum+%28R7%29.rar

I put the pac file into the melee folder and the rel file into the module folder and no success. What am I doing wrong, if I am doing it incorrectly.
