Opening Brawlbox on windows?

I got the version of brawlbox that is probably semi-new and unzipped it but I cannot open either the dll file or the exe. included
Help?

do you have .net framework 3.5 installed??

The framework is on the resources page PiNOy posted. On the right under "Highly Recommended Patches".
