I cant find the website again that lets you chose the things you have. i chose the one that had "everything" and i still cant have unlimited custom stage hack. i even went and put the code in there, but it still didnt do it. helps?

Try Accio hacks. The have a large data base devoted to just codes.
May I ask what program you are using to activate the codes?

Do you mean making a custom RSBE.gct file?  If so then you need a program called codemgr (Code Manager) which can be downloaded in the description of this vid:

If you want a good all round .gct file anyways, I'd recommend the one by ASF1NK here:

no my wii isnt using pal, and i have the code manager already. i cant figure out how to work it though
