Animated Texture help

Many, if not all, stages have some textures, which won't open in PS. Like wario ware and Yoshi's island for example. (Shy guys) So, how does one change the texture of these?

I think it's the case of no one knows... :/
it's rare that no one would want to help with stuff like this...
(excluding the careless people who don't help with anything, even though they know how)

I personnally havn't looked into it, so I don't know how
it's added to my list though (wanna see this myself)
