help with stage switcher usage

I downloaded the stage switch from http://forums.kc-mm.com/index.php?topic=26269.0  where it tells you how to make .rels for stages but when I try to open it it says

to run this application,you must first install one of the following versions of the .NET framework:v4.0.30319

does any one know where I could download it?

Have you tried using it without the framework? If you have a pc that's not ridiculously old you probably already have the framework. My laptop is from like 2004 and stage switcher ran fine for me. If not, it's to google with you google mah boi.
