What? Doomsday Zone COMPLETELY replaces Luigi's Mansion and was built over it so it doesn't need a rel. Rel files are only needed for porting over another stage that wasn't the modification's base stage.

You could place it as a stage expansion stage though (once you find out how to operate the tracklist modifier)
The rel should be a luigi's mansion rel which I will be getting for you.

I have edited the rel for you too so place it directly into your module file (after renaming it to st_custom03.rel) then place the stage file into the stage folder (rename it to STGCUSTOM03.pac) and your all set.
