I think it has something to do with the laptop i using but i have no idea how to fix it
if someone could fix this problem i should'nt need to ask for anymore help based on this

    Type _en at the end of the file names and see if that helps.

    ex: common5_en.pac

    I didn't quite follow the example but i did try STGCUSTOM2_en.PAC it didn't load at all (the reason i didn't use your example was because nothing been changed in the common5.pac)

    Open the .xml. Most .xmls should tell you what your folder layout should look like

    I figured it out i kept trying stage expansion code v1.1 with a .xml that requires stage expansion 2.0 code *facepalms*
