Help with Wii Scrubber Programs?

So, I finally updated my Wii Scrubber Software to the newest Version, and as I've been reading, you're able to change an entire Partition? I have the WiiPartition.Bin Changer program up, got the Partition 1 out from my ISO... And all I see this software look like is gibberish to me  :>.>:

SO, any idea how to actually use this? All help's thanked ahead of time.
