Is there a way to have legendary pokemon appear everytime?

I was wondering if there was a way to have a legendary pokemon appear EVERYtime a pokeball is used. I search around, but I couldn't find a code that allowed that (if there is one) So does anyone else have a code that does this, or is it even possible right now?

I would think it would be possible, try searching for item modifier codes, that's probably along the line of what you would need.
