how do i replace lylat cruise ?

If you want to replace the stage, you'll need .rel files. If you want to replace it by a stage based on Final Destination, you'll need the .rel from Final Destination (st_final.rel) altered to have information from lylat cruise in it.

Do exactly as it says. In your case you'll need a st.final.rel with 13 instead of 2.
Name the stage stgstarfox.pac and the .rel st_starfox.rel and there you go!

Try downloading a lylat cruise stage and get the name from the file.

I think there's one stage for each warp of the ship. Not sure though.

You will probably only need to replace that one, as it's the base I think.

You will need to put all those files like STGSTARFOX_BATTLESHIP.PAC in Stages > Melee and then it works. If you replace STGSTARFOX.PAC with other ones then it will freeze.

Replace
STGSTARFOX_GDIFF.PAC
&
STGSTARFOX.PAC
With your stage (Both with the same)
Then add your Rel (ST_STARFOX.rel)
That's ALL
