How do you do this? I know it's possible, but I'm having trouble finding the steps anywhere.

Go into PSA and go into "SFX" if you see a sound effect.. Delete it. Then, save it, and put into:

SDCARD/Private/wii/app/RSBE/pf/fighter/(character you replaced sound effect with)/*HERE*
