.rel file help

I tried looking  for a while but I found nothing, so can anybody explain to me or at least give me a link to a tutorial on how to create a .rel file?

seems like there are a lot of people who have some poblems with rels. 
Just do what i said here http://forums.kc-mm.com/index.php?topic=15840.msg274938#msg274938 in the second post.
