Most of those were fixed.  There were a few that were legit reports though.  Also, for your question, .pac files usually aren't needed, but for hacks like Bowser, Samus, Wario, etc. they are needed and should be provided.

You can make a .pac file yourself with Brawlbox.

This has been brought up before and while I originally advocated removing "no .pac" reports, I have since changed my mind as not everyone knows that you can make your own.
