    What do you mean "shiny", like actually reflective or texture the hair to appear like its reflecting light.

    But I'm assuming its actual reflective material, look into material editing with that.

    Well, Sonic has a few spec maps that makes certain parts of him shiny. Samus and Falcon have those as well. You can't give other character spec maps to give them that "shiny" feel.
