I have some feedback... I feel he runs too fast, his air mobility is far too good, and having 6 jumps is over kill...
Moving on to attacks, most of the moves are still Marth's, same range, same sweet spot, like forward tilt, dash attack, and all aerials except for forward air... And, even the new moves have that sweet spot... Making them too powerful, like forward air... Also, that move is too fast, you can gimp characters without much problem.
Okay, on to the other new moves.
Jab attack... Seems a little choppy, plus... Sephiroth shouldn't punch you... I would change this, it feels wonky anyway... If you keep it however, it should have end lag.
Up tilt... Hm... It doesn't seem to kill with the projectile part... But it is a little spammy... Maybe make the damage a little less, and give it a little end lag.
Down tilt... Could use end lag.
Up smash... Hm... Does too much damage, I can do 21 damage sometimes with it... This needs to be down toned.
Forward smash... The first hit is a spike... So, use it on a foe trying to recover, and they can kiss themselves goodbye.
Down smash... Has too much range, plus the graphics stay for too long, it could have some start up, and end lag honestly...
Up special... Not any different except for the graphics...
Side B... I really like the idea with this move, but it has a lot of problems... The hit box could be smaller... And the worst part about it, you can mash Side B, and basically... Spam a lagless attack, and if you do this in the air, he rises upward, and if you stop, he freezes in place... You need to fix this somehow... On the ground, it's broken, in the air, it's glitchy.
Neutral B... Hm... On the ground, it seems alright, in the air... It's kinda odd... It makes his already insane recovery even better... Maybe he shouldn't be able to use it in the air?
Down B... Broken, it comes out too quick, has no start up, or end lag on the ground, plus the flames should be around him, not in front of him, and in the air, you can stay there for as long as you want, and spam it as your foe tries to recover, or worse... In a battle with a time limit, you can make one kill, jump up to a place where your foe can't reach you, and spam that move... You win.
Final smash... I like Hollow's a lot better...
Why can he hit you sometimes while walking? It just seems odd...
Over all, it needs a lot of work, animations are kinda choppy, and the balance is not great...
Sorry if I sound harsh, but I just think he needs work, heck, maybe work with Hollow and make a perfect Sephiroth? I don't know. XD
One last thing, he froze randomly when I taunted one time... It hasn't happened again, but I thought I should tell you anyway.

and yeah Sep is known to punch. About the final smash, initially, I was going to use super nova but I didn't want to make it seem like I copied off Hollow's PSA.
