Replacing other stages with custom made ones

Ok I made a custom stage to go over skyworld. I did two things.
1. Made the stage on the stages .pac
2. Made the stage on FD edited the .rel so the stage would work on skyworld.
But niether worked. I read that FD is able to have stages put over it, so why isn't the .rel trick working?
