Adding characters to Brawl

Hello everyone, official noob here.

I am new to the Brawl hacking scene, but I've learned quite a bit in the past few days. I have not seen, however, anyone make a brand-new character. I understand that people have made texture and moveset hacks to place over other characters, but I personally like all the current characters in Brawl. Is it possible for someone to create a brand new charcter that have its own, independent section on character selections screens and be played without replacing any other character?

Also, I am a little confused on how to add custom sounds to the game. Can anyone give me a link to a handy tutorial on that?
