loc.bak and loc.dat. these two files just randomly appeared in my sd card in private/wii. what do they do? are they normal?

    Don't worry about those files.  They won't hurt your SD Card in any way.  Besides, even if you delete them, they'll just reappear again.

    I'm almost positive it's for the SD card menu, as it has not appeared in my card until I updated to 4.0.

    That is right. They are for the order of your channels on your SD card. When I deleted the files my channels on my SD scrambled and filled all of the boxes in the first couple of pages in the order I downloaded them. Before I deleted the files my channels were in order of what system they were from.
