Need help editing sounds through PSA

ok i heard that it was possible to make sounds come out if you edit them through PSA.. can anyone tell me how to do this? i had put in my own sounds, but i need help getting them to come out.. becasue it would be pointless if i made new sound packs and they never show up. i need helping trying to figure out how to edit that code thing in order for it to play a certain wave file i want. (The new sound)

I would really appriciate it if someone could help me with this. i believe it's one of the last things i need to do.
