I need help with Graphic Editing!

I'm trying to make this graphic effect for Falco,and I have it but the bone I think is making the graphic appear on top instead of in front. Im trying to shot out something from Falco (Samus-es Final Smash) but everytime I change it it either comes out from top or bottom.

Helpp Please.
