PSA download?

Hi, I recently stumbled upon this tutorial

which describes how to edit / modify movesets for certain characters... the tutorial uses a program called PSA (Project Smash Attacks) but the download link they provide is broken ... does anyone know where I can find a download link to PSA ?  I have been searching for a while and have had no luck.
