HELP!!! (new to making textuer hacks)

Hey, ive recently started to make my own texture hacks ^__^

I was wondering, how i can get all the non textured hacked files, and all the motion.pac's (effects)

like i saw on somones channel, someone texture hacked dedede's motion.pac, wen he swung his hammer, there was like a yellow effect, sort of like marth's and ike's



i also want to know if its possible to hack the water from mario or squirtle or fire from charizard or bowser
