I wish I can give you extra information, but the lack of detail of what you are looking for is kinda misleading............................ how about project m? By far the easiest brawl custom pack to download. It even works on a hackles wii!

a pack with custom characters,stages etc. like the pack now i am using has characters like sora,spiderman,cloud,sephiroth etc and they have their own specials. but i want to try out a new pack now. and i will look into that project m thing you mentioned. never heard of it until now

Well, since I never downloaded pack myself I don't now much about it. But project m is a special mod where brawl meets Melee mechanics, is pretty fast paced, and competitive as well. It already comes with custom stages and the character's moveset are altered as well. As far as hacking goes, modding the project m mod is pretty simple, leaving you with your option to do what you could normaly do to minus and plus. The downside is that this is still a demo, 5 characters are not available yet.
