Count Bleck?

i know this is probably the wrong place for this and i appologize for the inconvenience but, on lensho's brawl vault he has possibly the coolest thing ever, the count bleck vertex hack but when i click on the link the only download is a .pcs file and im pretty sure that a .pac file is also needed, so more or less is that hack actually complete or is there something im missing? and if it is complete would someone please redirect me to a download? thank you for your time...
