How do I add a downloaded character to Brawl with BrawlEx?

Hi, I'm new to the whole Brawl modding, so I need help. I downloaded this mod called, "Project M Roy for vBrawl (BrawlEX only)" by yi-shioon with credit to the PMDT and KingJigglypuff. After looking through the contents of the download, I believe it has all the stuff I need, but I have no idea how to do it. I've looked up, read, and watch BrawlEx tutorials, but I'm still confused. In the download it states this for the instructions:

Drag and drop the files from the pf folder
Edit your CSSRoster.dat to show ExSlot 49
For the cosmetics, Roy's ID is 121

Please help, I would be very thankful.

for adding a custom downloaded character with brawlEX, first you have to add an original character, here's a noob-friendly tutorial:

when you have the new character added, just change all the files for the downloaded ones, just like modding a normal character in normal brawl, in this case, roy is a marth based character, so you need to add an EX-Marth character, Name it "Roy" and then replace the EX-marth fighter files with the downloaded Roy Fighter Files.
