This is where I'll be posting most of my questions, as to avoid spamming the Help section with more threads.
Note: I have a PAL copy, so it may also help knowing that.
1: (Solved) I have seen in a Youtube video (that I sadly did not keep the link of), that exemplifies the Main Menu's text and Wi-Fi Menu having been changed. How would I be able to perform this?
2: (Solved) I have edited a NTSC-region StrapEn.pac, however any changes have not been actually executed within it. Would I require the PAL-region StrapEn.pac?
3: Max Onslaught's sound data does not allow it to play. Does a fix exist for this?
4: (Solved) Some of my downloaded .rel-requiring stage replacements seem to freeze the game. I assume I'd need the .rel's PAL-counterpart for said stage to work?
I appreciate any and all help given to me.

Alot of stuff doesn't work on the PAL version yet, like stages that require .rels, but some of them work on final destination only. The wifi room is a code that replaces New pork city (as far as I'm aware) and you could copy that out of the PAL Brawl+ GCT. Max Onslaught's sound doesn't work because the Numbers for the sound files are different from region to region, you would have to manually change EVERY sound effect in Smash Attacks to fix this. As for the strap loader and menu text, I'm not sure but I don't think you can use them on the PAL version yet. I used to use the PAL version, until I realised that you can run NTSC games through homebrew, and luckily I had an import from when it was first released. If you really want to, you could pick up a cheap NTSC version on eBay, Mine only cost me £15 when it was first released

What about the menu text? Is it possible?
Also I'm using the PAL version because I'm European, and do not wish to attain the NTSC version.
And one more question:
5: (Solved) Where is the character portrait .pac file (common5.pac, I believe) located within the PAL resource partition?

I don't think it is... Whenever I tried to use stuff that wasn't already layed out on the SD card, it never worked. I dunno if it applies to all PAL versions of brawl modding, but mine had "DS_STORE" in every folder and wouldn't work without it, And the only folders I had were "pf" and "al." Making new folders doesn't work, so its either pick up a NTSC brawl or go without I'm afraid (And I've never looked in the PAL partition, so I can't help you with that, sorry)

7. VILE made a guide for SFX, but you gotta hex it in and it's complicated.

6: No. Why? I can make a codeset for you with all your codes plus that one.

I don't think it would be possible in any case, as I am a PAL user, and I'm sure the unselectables are only NTSC codes.

Thank you anyway.
It's somewhat sad that PAL has a limited library of codes, and compared to the NTSC code-making scene, it's a rather small bunch indeed.

I can imagine. However, isnt there a way to convert code?

Well yeah, if you find the different values in the PAL version that amount to the same effect in the NTSC version, and to my knowledge there is no actual program that converts.
8: Does modifying the sounds the Wiimote makes when selecting a character part of the SFX editing question asked in 7?

Well, yes it is, here http://forums.kc-mm.com/index.php?topic=6201.0his sc_selcharacter.pac comes included with them, but you do need codes, but not for them. What about the menu text? Is it possible?
Changing the menu text is possible, I was looking around and I found a bunch of textures with the menu words. Unfortunately, I can't remember where, but in sc_selcharacter, you can change the fonts for the select screen. Nvm I found them they are in mu_menumain.pac, which goes in pfmenu2 inside the RSBE folder. Hope this helps.

9: (Solved) After a couple of attempts at replacing Pokémon Stadium (Melee) with another stage, I get a black background with only one of the morphs from the original stage. What is wrong specifically and is there a fix?
