    Most USB Loaders have access to Ocarina codes.  Also, you can always do up a custom ISO as well.

    Yes, Riivolution CAN, infact load hacks from a USB Device. I have tried it myself a while ago, and to be honest, screw the 2GB SD Card, I got a 4GB Flash Drive, almost full with ONLY Brawl Custom Content. I have each character COMPLETELY replaced with outfits and stuff, and I have a custom CSS that I made, complete with CSP's for EVERY Character, and EVRY slot. Every character has a custom CSS Icon, and Custom names. It's SO not even Brawl anymore.....

    Although if you use a USB Key with Riivo, its slow, glitchy and just unwanted. Thats why I have a 32 GB SD for Riivo (im special like that)

    To answer your question, yes, you can use USB Keys for Brawl Hacks
