Okay, now this is getting extremely annoying.
The fact is, none of you can prove where this model really came from at first.
My "admin approval" as you call it is just checking if this work is falling into the "SLIGH EDITS" category. And it's not, especially considering you two guys were doing the same hack.
I've spent something like 20 minutes to analyse both models. And both the arms and legs are quite different enough, and the texture is actually better. As well as the claws on both arms and feet, the spines on the tail, etc ...
The fact it doesn't fall into the "slight edit" category, that apparently AGFan has an excuse (though still hard to believe), and that now you're acting in a very displeasing manner to both what I said, and to AGFan, refusing the right to use your model as a base for absolutely no reason, all that isn't acting in your favor at all.
Especially since AGFan is still going to credit you.
But if you really want to insist and keep using exclamation marks, then I can ask to all other admins and mods, see what they think about it. But if it doesn't go as planned, you might yourself get troubles from that as well, GW.
