Weak Attacks:A Combo —Shadow ClawGengar attacks with a slashing combo.
Forward Tilt — LickGengar attacks with his tongue which causes a stun effect similar to Zero Suit Samus' attacks.
Up Tilt — ExplosionGengar holds a bomb above his head with a lot of startup lag while the fuse ignites (but not quite as much as Ganondorf's up tilt). The bomb then explodes dealing high damage and knockback to both Gengar and his opponent.
Down Tilt Running A — ThiefGengar teleports past his opponent with a darkness attack that deals damage and steals the item they're holding.
Smash Attacks:Forward Smash — Sucker PunchGengar teleports forward then performs a dashing punch in the opposite direction. The punch could be a shadowy version of Falcon's Forward B attack. (a forward smash would cause him to attack backwards and a back smash would cause him to attack forwards).
Up Smash — Sludge BombThis move can pretty much be a poison version of Yoshi's egg throw. He throws a purple poison ball at his opponents that damages and leaves a flower effect on them when it hits them. If possible, it should leave a shadow effect on the opponent instead of the flower graphic but the flower's fine if it isn't.
Down Smash — Dark PulseGengar attacks with a ring of dark energy that travels along the ground and surrounds him in all directions.
Specials:Neutral B — Shadow BallUnlike Mewtwo's Shadow Ball, this wouldn't be chargeable but would have a little startup lag. It would be about the power and size of a half charged shadow ball. If he uses it in the air, it can fire diagonally downwards. He could shoot the shadow ball from his mouth like in the Stadium/Battle Revolution games.
Forward B — Hypnosis and Dream EaterThis will work similarly to Mewtwo's Down B attack in Melee (just with more range so it's not as useless). If Gengar makes eye contact with his opponent, he puts them to sleep. While they're asleep, he can hold Down B slowly drain their health. Since he's draining health, it should be a bit weaker than Charizard/Bowser's flamethrower. I'm thinking that anywhere between half and two thirds its power could work.
Up B — Night ShadeGengar could float upwards surrounded in purple smoke that will damage opponents. Ganondorf's spinning taunt could look pretty cool as an animation for this as he rises up.
Down B — Destiny BondIf the opponent hits Gengar while he is using this move, they take double damage and knockback that they dealt to him. The difference between this and Marth's counter is that Destiny Bond is much easier to activate but it doesn't prevent your opponent's attack.
Grabs:Grab — Shadow SneakGengar's grab can cause a shadow to travel along the ground and trap his opponent (pretty much exactly Shikamaru's Shadow Possession Jutsu from Naruto)
Pummel — Giga DrainMuch like Dream Eater, Gengar can slowly drain his opponent's health as he holds the attack button.
Forward Throw — Confuse RayIf possible, this could reverse his opponent's controls for a few seconds, if not, then it could just cause the dizzy effect similar to a shield break. This would be more of a setup move than a damage or kill move.
Back Throw — Shadow BallsThis would be very similar to Mewtwo's forward throw but he would throw his opponent backwards instead of forward.
Up Throw — PsychicThis would be similar to Mewtwo's down throw but would launch them much higher, slamming them into the ground as they land (about half as high as Kirby's up throw).
Down Throw — Curse (credit to br3compactor for this idea)
This move would deal 50% to Gengar but causes 25% to the opponent + Flower + Slow
Aerial Attacks:Neutral AForward A — Shadow PunchThis attack can be very similar to Ganondorf's forward A in the air.
Back AUp A — Focus BlastThis could be very similar to Zelda's up A aerial. He could shoot a blast of energy directly upwards that would explode like Zelda's move.
Down A — ThunderboltGengar shoots a bolt of electricity (similar to Pikachu's thunder but weaker) directly downwards.
Final Smash — NightmareThis could be very similar to Peach's final smash except that it would slowly damage the enemies that are asleep instead of spawning peaches.
