The mu_menumain.pac (the file for titles in My Music) does not work at all, and info_en.pac (for the titles at the start of a game) has specific requirements. Both work perfectly in the ISO.

It's not complicated. Info.pac has a tool that lets you make titles any length and creates a new info.pac for you. The My Music pac is slightly harder to modify, but there's a tool for it that simplifies some of the work. Everything you need is in the Tools section. I seriously don't know what else to tell you besides "Read the guide and stop acting like it's written in Russian."
