I believe an IC-Constant is basically like this:
- A number of a move's amount (ex. number of times a character can punch, jump, etc.)
- Whether a move can be performed (ex. the player can fly, the player can wall jump, the player can rapid-jab, etc.)
- How a move is performed (ex. final smash close range, final smash long range, etc.)
So in other words it's what makes a character play the way they do.
