Woot! Almost have the full PM 3.0 set! I'll be sure to upload my common5 or char_bust_tex_lz77 once everything is finished. For those wondering what's still missing from 3.0, this is all that's left!:
To everybody having problems adapting this to Project M, I am on the same boat, but I might have some progress.
I managed to make all of Fox's costume work, all of Game&Watch's costume work, all stage hacks work, all Project M codes work (air dodge like melee, wavedash, l cancel etc.), and all CSPs to work.
Before, I could only select the new Fox costumes, not the original ones. I replaced the sc_selmap file in Project M with the one provided in the cBliss download (also copying the new file into the "menu2" folder) and it worked.
I tried changing the game to have Project M's aesthetics (currently working version has Brawl's SSS and white background on CSS) by replacing Modules [30], [40], [50], and [70] in sel_character with the ones in Project M but the game began to freeze again.
My complete step by step process is below for anyone that wants to get at my stage. I imagine the game should work perfectly fine if you don't mind the Brawl aesthetics. Other problems I experienced wit the current build is that Zelda froze the game when I selected her black costume, but the rest of the characters (didn't test the individual pokemon) didn't. Training Mode also freezes the game but other modes such as Special Brawl, Home-Run, and Target mode work.
Full Steps:
1) Erased everything on SD Card. - Copied everything from "Project: M - Full Set" download into SD Card.
2) Opened Ocarina Codes Manager (found in "resources" in Brawl Vault) - Opened .txt file provided by ASF1nk. - Activated all the codes. - Exported file to .gct. - Saved RSBE01.gct into "codes" folder in SD Card.
3) Opened c.Bliss1.5.zip - Opened pf folder.
3a) Opened "fighters" folder - Copied "Fox" folder into SD Card (FitFox06.pac/pcs, FitFox07.pac/pcs etc.) *made sure pac>pcs - Copied "Gamewatch" folder into SD Card (FitGamewatch00.pac, FitGamewatch00.pcs) - Copied "Peach" folder into SD Card (FitPeachEntry06.pac, FitPeachEntry07.pac etc.) - Copied "poketrainer" folder into my "PokeTrainer" folder (FitPokeTrainerFinal05.pac, FitPokeTrainerFinal06.pac etc). *different capitalization in folder.
3b) Opened "info" folder - Opened "portrite" fodler. - Copied 400 files from cBliss v.15 to my own "portrite" folder (with currently 49 files). (replaced InfFace131.brres, InfFace132.brres, InfFace133.brres, InfFace141.brres and other duplicate files) The total amount of files in my "portrite" folder was now 402.
3c) Opened "menu" folder - Opened "common" folder. - Opened "char_bust_tex" folder. - Copied 40 files into my own "char_bust_tex" folder (with currently 11 files). (Replaced "MenSelchrFaceB130.brres", "MenSelchrFaceB140.brres", "MenSelchrFaceB160.brres", "MenSelchrFaceB280.brres", "MenSelchrFaceB290.brres", "MenSelchrFaceB300.brres", "MenSelchrFaceB320.brres", "MenSelchrFaceB370.brres", "MenSelchrFaceB430.brres", "MenSelchrFaceB450.brres", "MenSelchrFaceB460.brres") The total amount of files in the folder now equals 40.
3d) Opened "menu2" folder and Project:M's "common5.pac" file in BrawlBox (located in "system" folder). - Right-clicked [ARC] "sc_selcharacter_en" and clicked the "Replace" option. Chose the "sc_selcharacter.pac" file to replace [ARC] "sc_selcharacter_en". Replaced succesfully. + Opened the new replaced file to find extra CSP slots for every character (with the "06", "07" numbers) - Saved BrawlBox file as "common5_en.pac". - Copied "common5_en.pac" into SD Card's "system" folder. Deleted old "common5.pac" file and renamed the new "common5_en.pac" file to "common5.pac". - Copied "sc_character.pac" file provided by the cBliss v.15 download into my "menu2" folder. - Left the "sc_selmap.pac" file alone as instructed. No "sc_selmap.pac" file in my own SD Card.
4) Downloaded Fox's original costumes (FitFox00.pac/pcs to FitFox05.pac/pcs) - Copied all of Fox's costumes to my SD Card. - Checked all files were in place and that .pac files were greater than .pcs.
Ready for TEST 1!
TEST #1 - GeckoOS reads codes "RSBE01.gct" succesfully! - ProjectM intro screens work perfectly. Menu background works perfectly. - CSS background is white instead of black like in Project M. - Every character has their new CSPs working perfectly ("06" - "09" for most) - Selected Fox in P1. Selected original FitFox00 costume (white/original). - Selected Fox in CPU (p2 slot). Selected original FitFox01 costume (red). - Selected Final Destination. - Game froze (no beep) on "READY TO FIGHT" SSS. ---------------------------------------------------------------- [option 2] - Selected Fox in P1. Selected FitFox07 costume. - Selected Fox in CPU (p2 slot). Selected FitFox06 costume. - Selected Corneria. - Game didn't crash! - Costumes and Battle Portraits succesfully loaded! - Tested Project: M only techniques. Wavedashing, L-Cancelling, and Waveshining all seem to remain the same. Sandbag item was turned on and worked perfectly. - Selected Castle Siege. Worked perfectly. Exited game with no problems. - Switch CPU level to 9 and selected Skyloft. No problems. AI seems responsive (wavedashing etc.). - Switched to Training Mode. Game froze when loading Yoshi Island with the same Fox costumes (no beep). - Restarted game. - Tested FitFox08 and FitFox09 costumes. Worked perfectly. - Selected FitFox05 (original white/green costume) and FitFox09 for CPU. Game froze when selecting stage.
TEST #3 FINAL TEST - Replaced sc_selmap.pac in my common5.pac. - Placed sc_selmap.pac file provided in cBliss v1.5.zip file download in my "menu2" folder. - Downloaded "Ocean Breeze" Fox by Shun_One and replaced both of my original FitFox03.pac and FitFox03.pcs files. Made sure the pac file was bigger. - Gecko loaded codes perfectly. Project M into, loading, and main menu backgrounds working perfectly. CSS still white. - SSS back to original brawl. - FitFox06 and FitFox07 succesfully loaded! - OceanBreeze Fox succesfully loaded on FitFox03 slot! - Every Fox costume works perfectly! (even in multiplayer). - Every Game&Watch costum works perfectly! - All Project:M stage hacks work, and so does the advanced techniques. Flawless. - Now I will try to add my own custom content (music for example) and replace the backgrounds to look like Project M. EDIT: - Zelda crashed the game when selecting her black costume. - Everybody else did not crash when selecting their original costumes. - Didn't test Pokemon.

I am also getting silent freezes BTW. It is to note that I am trying to make it work with PM via en edited .gct file that worked well for another user. This is a copy of the message I sent him.
Note that this was a silent freeze, which according to ASK1nk, it should only mean the game is trying to load a file but can't find it. After various attempts, I decided to erase everything on my SD card and try again. I did the following:
1) Downloaded Project M 2.5b Full Set - Extracted it into my SD Card (empty).
2) Downloaded cBliss 1.5 [Wario Fixed] - Extracted it into my SD Card and replaced any duplicate file.
3) Downloaded cBliss Modified PM.zip - Extracted everything to my SD card, and again, replaced any duplicate file.
The game loaded perfectly, then I arrived at the Character Select Screen. The custom "06", "07", "08" etc. CSPs were all visible. Selected "06" Fox and "07" Fox to fight. When into the Stage Selection Screen when I noticed the symbol for the "Dracula Castle" stage was now replaced with that it originally replaced, "Luigi's Mansion". Chose Final Destination, Smashville, and Battlefield, and the game silent froze every occasion.
I load the game with the Homebrew Channel and load the codes with the Gecko provided by the Project M website.
What could it be? I also tried loading the game before step 3 (on step 2) and the game loaded with a different CSS and a different order of CSPs (correct 6-10 order). Chose 06 and 07 Fox again and the little icon on top (below P1 and P2 at the SSS) were shown as blue and red boxes instead of Fox's face. Would greatly appreciate any help.
Alright, I've tried this out this morning, and everything worked flawless with P:M. Thanks for helping me get it working!
I've been running P:M with cBliss and the Alternate Stage Loader with no problems, so I can confirm that it all works.

Man, could you please do me a favor and post/send by PM your GCT file so the PM players can have it? It would be a lot easier now that you said you figured it out.
