Brawl + has the File Patch Code Built in,  and unlimited Replays. I haven't seen the Zakos show up at all, so assumedly no to prebuilt Alloys. (And at last check, Online just causes Desync, at least for me it does anyway.)

However, it should be noted that no matter what you do to the .txt, you can't change the .gct without the Code Manager.

So I've found how to do Rain Effects-- they were simple enough for the most part-- until I tried what I want done: a Rainy Castle Siege.

I can't figure out what to replace to cause the Rain Effect to work here--
Nothing in STGEMBLEM seems to work (Seems STGEMBLEM is only the beam of transportation, despite containing all the ), and STGEMBLEM_00 (The Outside, where I want the rain effect) only seems to have texture/lighting data-- no extra Model Datas to work with. (And obviously I can't nuke the only one there-- it's the stage itself. That's a no go.)
I've tried adding a Model Data to STGEMBLEM_00-- or rather, Importing the Rain.Brres (which was provided for the rain tutorial-- which covered the basics-- and explained how to do it on Battlefield-- and I know it's not a bad tutorial that I'm following (cause it worked)) and that didn't work (I did import it, and change the type from a MiscData to a ModelData, and set the FileIndex to 1, then went on with the ame01 texture thing).. but that yielded no results either.

Anyone know what I'm doing wrong so I can get this working?

EDIT: I managed to get the effect to appear by adding the rain as an mdl0, however, it did not animate (can't figure out how to get the color sequences to work), and the flags on the stage also froze (for some weird reason).
EDIT 2: Flags froze due to code. Code removed. Still no success.
