Try the second thing I mentioned then. Your browser was probably just being funky.
I downloaded the 3DS Max 2013 .exe setup file. I used it and it didn't work. I downloaded the 3DS Max 2012 .exe setup file. Though, that 2012 .exe setup file has over 3 GB. I think the website, no, the ENTIRE website has already been updated for some reason. I think the 3 GB 2012 .exe setup file has everything. The website only has the 6MB 3DS Max 2013 .exe file. And yes, I was downloading the student version.
Judging by your window, your computer is probably too old. Did you try using the browser installer? If so, try downloading the entire thing (they give you multiple options on the website) and once it's all downloaded, run the installer.
Nothing is weighted to the bones, you have to rig the model to them.
Add all the bones you want, import the model into 3DS Max, move them to the correct positions, then rig. There are plenty of tutorials on how to do this in the Model Tutorials board.
I put two different .pcs files (.pac files, same thing). One file is Mario, and the other one is the different one (not the same Mario). When I opened up two different Marios, the Marios I was looking at are the same. This happens to all characters from Super Smash Bros. Brawl.
Here's an example of what does the "Finalize Mode" button, "Final Image Mode" button, or whatever button do. If you push the "Finalize Mode" button, it will finalize the characters, stages, special effects, etc., from this image...

When you push the "Finalize Mode" button, Brawlbox will switch from the WIP graphics to the Final graphics from Super Smash Bros. Brawl.
Can Brawlbox have a "Finalize Mode" button (which switches the characters, stages, etc. from the Brawlbox image to the actual image of Super Smash Bros. Brawl), so that way, I don't have to worry about using the SD card to play the hacked game over and over again?
