I need to kno how dp ppl vertex a item to a differnt spot without it moving everywher..... for example when beyond vertexed zero how did he make zero's shoulderpad(link's sheth) stay on his shoulder instead of moving everywher

If the two parts are close together, you can just rename the bone to match the one you want it to follow.
Otherwise you'd have to re-attach the polygon altogether.
