Character Import is using a Custom Model so it fits over the replaced character or Vertex edited model with same bones.
Let say my Mewtwo over Lucario with rigged bones, or a Girly vertices Link

Character Textures is only the textures that's edited, the model isn't touched (except for the material and that stuff)
Example an Brown textured Kirby instead for the original Pink.

PSA is a short for "Project Smash Attack"(?) and that the attack you can change like diffirent attacks like all smash attacks, B attack, even run, wait win ect. you can also change it's attributes like how many times they can jump, how fast they run ect.
