Need help with texture hacking!

I've been trying to figure out how to texture hack only one side of a Raichu texture, like only change one eye and keep the other the same, the same for one arm, and how do you change the tail of Raichu (the lighting bolt)?

That would require more work than texture hacking. Both eyes use the same texures.
