For stages or characters? I don't know what rels for characters are for, but I know the stage rels are the "DNA" for the stage. You can use Stage Switcher or hex edit it with HxD Hex Editor to convert it into another stage's rel.

Okay, a .rel file is used for placing a hacked stage based on a different stage than the one you are placing it on it. Sorry if that's confusing. Heres an example:
Okay say I want this hacked stage, "1337 stage of awesome" (xD I don't know, I can't think of a name) to go over Luigi's Mansion. However, the person who created it made it for Final Destination. That's where .rel files come in. You place the .rel file for putting a Final Destination stage over a Luigi's Mansion stage in pf>module, and then the stage works.
There's a program called "Stage Switcher" you can use to create these .rel files. If you can't find it, I'll PM it to you.
