    not quite sure...
    .pcs is essential but most of the time .pac is not (with the exception of transforming characters)
    I have also noticed that on a few occasions, any changes to a .pcs won't always show up in things like training mode and boss battles etc. unless you have the .pac too

    .pacs are used for single playermodes. .pcs are for multiplayer modes.

    PCS files are compressed files, while PAC files are usually uncompressed.  Of course, some PAC files are compressed or contain compressed contents.

    What he means is that if a character that has a transformation doesn't have a PAC file to go with its PCS file, you'll get back the original texture when you switch back to the said character.

    For example, when Bowser changes into Giga Bowser, and then changes back into Bowser afterwards, Bowser will revert back to his original texture if you don't have a PAC file that contains the same texture as his PCS file.
