    Do the filesizes have to be the exact size as the original, or just smaller? With my Samus hack, I have compression listed as "None" on her .PAC file, yet it still freezes on the CSS and during gameplay.

    Any help would be appreciated.

    I know this doesn't answer your question, but it IS possible to resize the textures to make the file size smaller.

    For the PCS files, it'll okay if the file size changes.  For PAC files, however, their file sizes usually have to stay untouched, but there are a few exceptions, especially when talking about the CI8 textures.
