Here's a stupid suggestion. The "Legendary hacks" page. The best voted model's, PSA's, and Stages get featured on a new section of Brawlvault just for those hacks that are worthy.

This can be determined through Download count, or just the general reaction towards the hacks themselves.

This would be especially helpful to new hackers who want to fill their SD card with the best things.

Problem I see here is what exactly can be regarded as "the best".  Let's take a look at the Top Downloads of all time section for example:

Dark Flaming Blue CSS
Cloud Strife v2.5
Mewtwo Version 1.01
Color Changing Menu
Sora KH2(V.3)
The True Shadow the hedgehog ver12 (over DK)
Master Chief Pack V2
Rosalina (HD)
Lloyd Irving Beta 1.5

Would these be necessarily regarded as the best hacks of all time?  As good as some of them are, I don't think so.  However, these are the ones that'll gain the most recognition and probably the ones that will gain the most "votes" as to the best.

Let's have a look at mastaklo's Shadow in particularly.  LOADS of people would vote "5/5" or "10/10" or whatever the top score would be, simply because it's Shadow in Brawl (look at his video and see all the noobs there that think that).  It's not bad at all (in fact it's great fun), but I wouldn't place it under the "legendary" hacks, especially when there are hundreds of better hacks out there.

It takes everybody to their own profile. There's nothing to worry about.
