nono i can use it. but i don't have luigi's sounds he is in a way muted. thats why waluigi isn't muted cuz i can't hear the voices anyway

So how different will this psa be? will he have a new up B? And how does the  racoon power up work? Is it a transformation, or that is the mode Luigi is constantly in?

i use dolphin to hear the sound efects, and he has fire and shell powerup no raccoon it didn't work

yeah. But luigi model is wierd cuz he has a model changer that he dont use and the damage eyes modelchanger doesn't remove the damageface in the animations that its used for. So i have 2 powerups and damageyes :)
