It'd be cool if you could figure out a way to work him on Pikachu somehow, however proportion wise I'd say pit or luigi.

If you like megaman, this character indeed have a megaman vibe to it that might be why "someting feels right about him " to you :P. As for who he should be over I like Pit could work i guess but i like the luigi idea. is there one of these 2 that fit is boneset that have electricity based PSA ?
