What you are referring to is called the "Clone Engine," and for a while it was being.... "worked on." However, it was never finished and it seems as though i won't be finished for quite some time.

The closest we ever got to what you are asking for was called Brawl Masquerade, which would allow you to add extra slots so you could have more textures/model imports/vertexes, etc. That remains unfinished as well.
